They’re not enforced with equal vigor in all respects, against all alleged violators. That’s the problem with incredibly complex bodies of law in general: many things become hypothetically illegal, but those in power decide what is actionable. There is a great deal of room for such discretion to be abused. The abuses seem to swing heavily in one political direction these days."
